Bill to amend the Act on medical activity

The government presented a bill to amend the Act on medical activity. The proposed changes are aimed at stopping the privatization of independent public healthcare facilities, greater subordination of the hospitals to establishing entities and ensuring the non-commercial nature of the activity of healthcare entities that belong to local governments.

The draft involves:
- the necessity of allocating profit of healthcare entities, in which the state treasury, local government unit or medical school holds more than a 50% stake in medical activities,
- the absolute necessity of covering losses of healthcare entity run in the form of a capital company by its establishing entity in the event of a negative financial result – until now, in such case the establishing entity could liquidate the healthcare entity or change its organizational and legal form,

- prohibition of the transfer of shares in the local government companies that are healthcare entities to private operators.
